TPC, whos whole purpose in life is to manage a golf course, cant make money at it. So, the city council decides to bail them out, but wants to keep TPC to run it Diezel (Harpo) "thinks city officials can profit from the course because they arent bound to the strict quality standards that come with life as a TPC course.
