Although I love The Masters, my favorite major to watch is the British Open. Howling winds, driving rain (thats just on the good days) and bunkers big enough to swallow New York City taxis (heck, big enough to swallow an entire subway car). I love how this event can humble even the best golfers. The Old Course at St. Andrews is considered the "Home of Golf," a must-experience holy place for all sports fans. I have plenty of time to plan my trip to Scotland, though, as The Open isnt scheduled to return to St. Andrews until 2010.

Toledo grew up in a cardboard "choza" (the Spanish word for shack) with a dirt floor, just across the river from a golf course in Mexicali, Mexico. He was the youngest of 11 children, eight of whom often shared the same bed. He earned money by swimming in the river -- a tributary of the Colorado -- fishing out golf balls and selling them back to the golfers, three for a buck. He learned to play golf while working at a driving range in Mexico. In 1982, he met a man named Jon Minnis, who became a father figure, a golf guru and an English tutor. Toledo told Golf Digest that Minnis transformed him into a golfer with "a perfect grip and a simple, elegant swing. "

In just the last two months, lawmakers invited lobbyists to help pay for a catalog of outings: lavish birthday parties in a lawmakers honor ( usd. 1,000 a lobbyist), martinis and margaritas at Washington restaurants (at least usd. 1,000), a California wine-tasting tour (all donors welcome), hunting and fishing trips (typically usd. 5,000), weekend golf tournaments ( usd. 2,500 and up), a Presidents Day weekend at Disney World ( usd. 5,000), parties in South Beach in Miami ( usd. 5,000), concerts by the Who or Bob Seger ( usd. 2,500 for two seats), and even Broadway shows like Mary Poppins and The Drowsy Chaperone (also usd. 2,500 for two).

When I sat down to set my lineups, I was hell-bent on not using Phil this week. In fact, Id prefer not to use him again this year. He has helped me several times in fantasy golf leagues over the years, but has ultimately let me down when it mattered. I can almost single-handedly blame Phil for getting me out of my main league, which I stopped playing this year for the first time since 1996. In keeper leagues, you need production all the way through the season, and Phil just shuts it down too early in those leagues, letting his owners down in the process. Not to mention his horrible start to 2007. But, of course, as soon as he hits my "Avoid" list, he wins at Pebble Beach after missing the cut at the FBR. Needless to say, I was not surprised. I had a hard time my first year. Its hard because you have to worry about everyone else because you dont want to let people down. Over the years, I learned we all have bad rounds. Thats golf. The cool thing about our team is that nobody gets mad or upset at somebody for not playing well. We all understand and, if anything, we all just want to help each other. Well help each other any way we can. It was and it is difficult because it is an individual sport. We all practice differently. We all prepare differently, so thats a little different from any other sport.

Smiling nervously at times, William Heaton, 28, acknowledged accepting a golf trip to Scotland, expensive meals, and tickets to sporting events between 2002 and 2004 as payoffs for helping clients of disgraced lobbyist Jack Abramoff.

Ney was sentenced to 2 years in prison in January for trading political favors for golf trips, campaign donations and other gifts in the Abramoff lobbying scandal. Ney was the first congressman charged in the affair.

Among other things, Heaton acknowledged accepting trips to New Orleans and Lake George, N. Y. , an Adirondack resort village. He also took what Assistant U. S. Attorney James A. Crowell IV and other prosecutors described as thousands of dollars worth of gambling chips from a foreign businessman at a casino during a travel stop in London. The unnamed businessman was hoping to sell U. S. -made airplanes and airplane parts in a foreign country.

From the publics perspective, these trips look a lot like those infamous lobbyist-funded golf outings to Scotland for former Reps. Tom DeLay and Bob Ney. Somebody else is paying the congressmans way, and they schmooze at desirable destinations with lobbyists who help to pay for their re-election. How is the congressman any less beholden than he was under the old system

Under the new ethics rules, such trips would be illegal if lobbyists or their firms paid directly for the events. But because the new rules do not apply to campaign donations, its legal for lobbyists to attend a fund-raiser at some fun vacation resort. Even better, you get one-on-one access to the lawmaker far away from prying watchdogs.
